Twinning Programme

The European Union launched the Twinning Programme in 1988 to promote the accession process. The objective of the initiative was to develop the institutional systems of the 10 new member states, the PHARE countries, the western Balkan region eligible for funding from the CARD Fund, as well as MEDA countries mainly situated along the southern coastline of the Mediterranean Sea. It is also anticipated that the scope of beneficiary countries will be further extended, which would in part be covered by TACIS funding.
