Main objectives of the Cohesion Policy

  • The debate of the draft regulation defining the frameworks of the cohesion policy following 2007 commenced in the relevant Council Work Team in September 2004.

  • Regulations regarding the new programming period can only be defined following the approval of the financial frameworks. Community level strategies are defined in the following, which must be adjusted to national development plans, as well as the connecting operational programmes.

  • Although, according to the Commission’s proposal, it would only have been possible to settle of the accounts of expenditures incurred following 1 January 2007, in accordance with the agreements reached within the context of negotiations, it will now be possible to launch programmes - accounting – immediately following the submission of the operational programmes.

  • In accordance with the provisions of Articles 25-26 of the General Regulation, simplified programming documents, namely the National Strategic Reference Framework (NSRF), will replace the National Development Plan and the Community Support Framework. However, as opposed to current regulations, the NSRF will not be used as a management tool similar to CSF, and every member state is required to compile this document regardless of the rate of assistance they are granted. Its objective is to ensure that use made of the Funds complies with CSG and national reform programmes. Therefore, NSRF must present a concise strategic description, as well as references preparing programming. This document also includes provisions concerning the coordination of cohesion policy implementation.
